The special fund primarily fuels swift purchases of advanced defense equipment and technologies, including AI, combat cloud, unmanned systems, cyber warfare, and electronic warfare capabilities. Budgetary Flexibility

Remarkably, the special fund benefits from exemptions from the debt brake, granting Germany liberty to increase defense spending without traditional fiscal constraints, up to €500 billion over the subsequent years.

It's essential to note that this German special fund differs from the EU-level financing limit of €100 billion for the European Investment Bank (EIB) Group, which supports various areas, like security, energy grids, and technological leadership.

Although the fund is separate from the EU's proposed joint defense fundraising initiatives, it aligns with broader EU and German efforts to significantly ramp up defense investment.
