Africa Introduces PAPSSCARD for Cross-border Transactions, Enhancing Financial Independence

The African continent has taken a significant step towards financial independence and intra-African trade with the launch of PAPSSCARD, a new Pan-African card scheme designed for intra-African trade. The groundbreaking initiative was unveiled during the 32nd Afreximbank Annual Meetings held in Abuja, Nigeria, on June 27.

PAPSSCARD, a joint effort between African Export-Import Bank (Afreximbank), Pan-African Payment and Settlement System (PAPSS), and Mercury Payment Services (MPS), aims to keep value and data within Africa, reducing dependency on external processors for card payments.

The benefits of PAPSSCARD are manifold. By processing transactions entirely within the continent, Africa can reduce its reliance on foreign payment systems, retaining value, data, and economic benefits. This scheme also gives Africa more control over its financial transactions and data, which were previously compromised when routed through global systems.

PAPSSCARD is expected to facilitate fast and secure cross-border payments, which can boost intra-African trade by making it easier for businesses to conduct financial transactions across national borders. This supports the African Continental Free Trade Area (AfCFTA) goals by promoting trade integration and economic collaboration within the continent.

The cost-effectiveness of PAPSSCARD is another significant advantage. Processing payments within Africa reduces transaction fees, making payments across borders more affordable for businesses and individuals. The retention of economic benefits enhances the financial stability and infrastructure of African countries.

Mike Ogbalu III, CEO of PAPSS, described PAPSSCARD as more than just a payment tool, it's a bold step toward financial independence. Muzaffer Khokhar, Executive Chairman of Mercury Payment Services, stated that PAPSSCARD is about sovereignty, innovation, and building trust in African systems.

PAPSSCARD is the first localized card payment system in Africa, a new initiative for localizing transactions and reducing costs. Rwanda's national switch for PAPSSCARD is Rswitch, and commemorative cards for PAPSSCARD were unveiled at the launch, supported by issuing banks such as Bank of Kigali, I&M Bank Rwanda, and Nigeria's Unified Payments.

PAPSSCARD supports everyday transactions for individuals, businesses, merchants, and public institutions, aiming to cut costs and expand access to modern financial tools. It is a game-changer for financial independence in Africa, a step towards a more interconnected and economically stable continent.
