Audit Begins on Rail Baltica's Contract Management in Latvia

An audit of Rail Baltica's contract management in Latvia is underway. The first phase focuses on deals with BERERIX and B.S.L. Infra for Riga projects. The Ministry of Transport hired KPMG Baltics for EUR 36,400 (excluding VAT), co-funded by the Connecting Europe Facility (CEF).

The initial audit phase centres on contracts for the Rail Baltica railway viaduct, quay wall, and Riga Central passenger station complex in Riga. However, the name of the enterprise that signed the 2019 contract with EDzL for these projects remains unknown.

The broader audit aims to evaluate and enhance the management of contracts between project implementers in Latvia and the Rail Baltica joint venture. It will scrutinise procedures for ordering, accepting, and paying for works, as well as the process for contract amendments.

The second part of the audit will build on the 2022 findings, assessing changes in RB Rail's management processes for design contracts.

The audit, valued at EUR 36,400 excluding VAT, is co-financed by the CEF. It seeks to improve contract management and ensure transparency in Rail Baltica's projects in Latvia.
