In an intense phase of negotiations, both Canada and the United States are actively engaged in resolving tariff issues on Canadian exports. The U.S. has increased tariffs to 35% on certain Canadian goods not covered under the Canada-United States-Mexico Agreement (CUSMA), although the average U.S. tariff on Canadian goods remains among the lowest for U.S. trading partners.

The sectors most affected by these tariffs include lumber, steel, aluminum, and automobiles. These measures have prompted Canada to focus on protecting Canadian jobs, investing in industrial competitiveness, and diversifying export markets. Prime Minister Mark Carney has emphasized Canada’s commitment to CUSMA and ongoing negotiations to maintain a strong trading relationship.

The U.S. justification for tariffs partly relates to concerns over fentanyl flow, despite Canada contributing a very small percentage of fentanyl imports into the U.S. Canada may have to negotiate with Trump to reduce the tariff rate on non-USMCA-compliant Canadian products, likely in exchange for other concessions.

Meanwhile, the future of the Canadian economy depends on the outcome of these negotiations. Persistent uncertainty about trade between Canada and the United States is concerning for small business owners, according to Jasmin Guénette, vice-president of the Canadian Federation of Independent Business.

Elsewhere, the French President Emmanuel Macron has criticised the European Union for not showing enough toughness towards Donald Trump regarding a tariff agreement with the United States. Trump's decision to impose tariffs on Canada was in response to what he called Canada's "bad treatment" of the United States and lack of flexibility from Canadian negotiators.
