In a recent statement, Rehlinger said, "We're pruning and simplifying procurement law. Companies should be able to construct, deliver, or provide their services without being ensnared in red tape." It's a bold move for freedom, she declared.
The shakeup focuses on adjusting thresholds for public tenders. Contracts above these thresholds must be publicly tendered for services like construction. This alteration will undoubtedly ease the process for numerous small and medium-sized enterprises that previously hesitated to apply for complex public tenders.
Effective July 1st, the following changes will take place:
- Direct awards for contracts up to €100,000. Previously, the limit was set at a meager €3,000.
- The threshold for negotiated procedures will increase from €25,000 to €221,000, aligning with the EU standard.
- The threshold for restricted procedures (i.e., pre-selected candidates followed by an invitation to tender) will drop from €250,000 to €150,000, fostering competition and transparency for contracts worth more than €150,000.
These adaptations are part of Saarland's strategy to synchronize its procurement practices with modern demands, simplifying the procurement process for smaller contracts while ensuring stern competition and transparency for medium-sized contracts.
