Regaining Access to Pension Accounts in Kazakhstan: A Step-by-Step Guide

Losing access to a pension account can be a frustrating experience, but fear not, as this article aims to guide you through the process of regaining access to your ENPF (Unified Accumulative Pension Fund) account in Kazakhstan.

Firstly, it's important to note that only certain individuals can independently pay mandatory pension contributions in their own favour. These include individual entrepreneurs, private notaries, private bailiffs, lawyers, professional mediators, individuals receiving income under civil-law contracts, single consolidated payment contributors, and certain others.

To regain access to your pension account, you should typically contact the ENPF or relevant pension authority customer support by phone, email, or in person at a regional pension office. They will verify your identity through official documents such as your passport or ID card.

Next, request assistance for password recovery or resetting your account access, explaining the loss of your registered phone number. Depending on the procedure, you may need to update your contact details after identity verification.

Once access is restored, you can log into your ENPF personal account portal online and download or request your pension account statement or extract. If phone-based two-factor authentication is used, re-registering a new phone number with the pension fund system will be necessary to regain full online service access.

It's worth noting that enforcement cannot be levied on pension savings due to the contributor's (recipient's) debts, as stated in Article 98 of the Law on Enforcement Proceedings and the Status of Bailiffs in Kazakhstan. Additionally, it is not allowed to seize debt from pension savings due to the contributor's financial difficulties, as stated in Article 50 of the Law on Pension Provision.

However, if you are not among the above-mentioned categories, you cannot independently replenish your individual pension account formed from mandatory pension contributions. Also, during the COVID-19 pandemic, if an employer has not been paying salary, it is not possible for an employed individual to independently pay the mandatory pension contributions for the previous months, as these contributions are to be paid by contributors through their employer in Kazakhstan.

In summary, the individual should initiate identity verification and password reset procedures directly with the Kazakhstan ENPF service channels, as no fully autonomous online recovery is possible without verifying identity and updating contact information. Visiting a pension fund office in person may be required if phone and online methods fail.

  1. Managing your personal-finance, especially your pension account in Kazakhstan, can be challenging, but following the steps outlined in this guide can help you regain access to your ENPF account.
  2. If you are an individual entrepreneur, private notary, or any of the specified individuals listed, you have the ability to independently pay mandatory pension contributions in your own favour, which can help you maintain personal-finance security in your pension account.
