Cologne's Attenberger-Dom-Straße to Get Modern Safety Upgrades Without Citizen Vote
Cologne's city council has planned to reconstruct the Attenberger-Dom-Straße. Notably, this process does not require citizen participation by law, but the city has offered it. The local authority has confirmed the legality of this approach.
The city aims to adapt the street to modern standards, enhancing safety and traffic efficiency. The current bike and pedestrian paths are insufficient, prompting the city to reduce lane widths, create dedicated bike lanes, and widen sidewalks. Importantly, these measures do not constitute a 'significant redesign' under the law, nor do they expand motor vehicle traffic capacity, as per § 38 StrWG NRW.
The local authority, the Rheinisch-Bergischer Kreis, has reviewed the plans and concluded that the city has acted within its legal rights in planning this redesign without a formal plan approval procedure.
Cologne's reconstruction of the Attenberger-Dom-Straße focuses on improving safety and traffic flow, with no plans to increase motor vehicle capacity. The city has offered citizen participation and received legal clearance from the local authority.
