Construction progress over the past seven years in Kazakhstan: Identifying cities with highest residential development rates

In the first half of 2025, Kazakhstan witnessed a significant surge in residential construction activities, with a record-breaking 72,300 apartments commissioned, according to experts' findings. This is the highest number of apartments commissioned in at least seven years, marking a positive trend in the country's housing sector.

The cities of Almaty and Nur-Sultan accounted for 47% of the total housing commissioning, with Almaty leading the way. Compared to the same period in 2024, there was an increase of 7.1% or 4,800 units in the number of apartments commissioned. Almaty saw a significant year-on-year increase of 1,900 units, followed closely by Shymkent and the Turkestan region, each adding 900 units.

Most apartments are commissioned in 15 out of 20 regions in Kazakhstan. The increase in the total area of residential buildings commissioned in the first half of 2025 is higher than the increase in the number of apartments commissioned, with an increase of 6.6% in the total area compared to 7.1% in the number of units.

The record for the total area of residential buildings commissioned also applies to the first half of the year, with a value of 7.9 million m2. However, it's important to note that this record does not apply to the second half of the year in the given time frame (2019-2024).

Since 2019, the indicator has only decreased twice in the first six months, in 2019 (-1.5%) and 2022 (-2%). The positive trend in annual terms remains stable, with similar growth rates (+6.9%) observed a year ago.
