Consumer Rights Complaints Surge 55% in Georgia in 2025

Consumer rights in Georgia have seen a significant surge in the first nine months of 2025, with the National Competition and Consumer Protection Agency receiving a 55% increase in applications compared to the same period last year. A total of 996 formal applications and 2,940 hotline calls were made regarding consumer rights issues.

The majority of complaints, 65%, were related to online purchases, while 35% concerned in-store transactions. The most frequent issues reported were refund requests, repair or return of faulty products, and compensation for poor service. These complaints were largely concentrated in the wholesale and retail trade sector, accounting for 70% of all violations.

The agency confirmed 128 cases of consumer rights violations, with 63 businesses fined a total of GEL 114,283. Notably, 122 settlement agreements were reached, requiring companies to adjust their internal policies to better protect consumer rights. Tbilisi accounted for the majority of cases, at 79%, followed by Adjara and Imereti at 5% each, and Kakheti and Kvemo Kartli at 2% each.

The increase in consumer rights complaints highlights the need for businesses to adhere to regulations and for consumers to be aware of their rights. The Competition and Consumer Protection Agency continues to enforce these rights, with successful settlements and fines imposed on violating businesses.
