Declining financial reports for Hesse's municipalities
In Hesse, Germany, a nationwide trend of cities and municipalities slipping into the red has reached a critical point, as stated by Brigitte Mohn, President of the Bertelsmann Foundation. According to the 'Communal Financial Report 2025' by the same organisation, municipalities in Hesse recorded a historic deficit of over three billion euros in the previous year.
The financial situation of municipalities in Hesse is expected to remain challenging in the future, with high social expenditure and weak economic development contributing to the financial struggles. The report suggests that the poor financial situation is a result of the development of expenditure, particularly in personnel, materials, and social services.
The increase in personnel expenditure is primarily due to job growth and high wage agreements. In fact, personnel expenditure in Hessian municipalities increased by more than 80 percent within ten years. This, coupled with the weak economy causing tax revenues to stagnate in Hesse, has led to a severe financial crisis for municipalities in the region.
The financial struggles of municipalities in Hesse are so severe that they may no longer be able to fulfill their important tasks without state reform, as stated by Brigitte Mohn. The current German federal budget policies aim to stimulate economic growth and infrastructure modernization, which could indirectly benefit municipal finances. However, specific information on Hesse’s municipal deficits points towards the need for a combination of fiscal reforms and state-supported measures to restore stability.
Municipalities in Hesse shoulder over 50 percent of public investments and are crucial for social cohesion. To address these financial challenges, potential solutions include improved fiscal governance and budgeting practices, strengthening revenue bases, targeted state and federal support, economic development initiatives, municipal cooperation and consolidation, and inflation control measures.
The Bertelsmann Foundation's report serves as a wake-up call for action. The outlook for the future financial situation of municipalities in Hesse is pessimistic, with more than two-thirds of municipalities ending the previous year with a deficit. Inflation has permanently increased the level of expenditure in Hesse, and the weak economy is causing tax revenues to stagnate.
It is crucial that the German government and local authorities take immediate action to address the financial instability in Hesse’s municipalities. By implementing the proposed solutions, municipalities can regain financial stability, continue to provide essential services, and contribute to the social and economic well-being of the region.
