Delay in TVöD salary increase: VKA opposes trade unions - 'it could have been implemented'

The Association of Municipal Employers' Associations (VKA) has assured that all regulations agreed upon in the collective bargaining for TVoD employees will be fully implemented retroactively to April 1st. However, the much-anticipated wage increase, agreed upon on 6th April 2025, is still pending, causing concern among the affected employees.
The VKA attributes the delay to additional demands from the trade unions beyond the tariff agreement. These demands include the retroactive inclusion of trainees from 1st January 2025 and the expansion of the meal allowance. The deputy verdi regional association leader, Hanna Binder, has criticised the unprecedentedly long procedure as unnecessary strain on the social partnership in the public sector.
The Trade Union of Social Insurance has also criticised the delay, stating it shows a lack of appreciation. The VKA managing director, Benrath, has countered Binder's criticism, arguing that it leaves out the procedural course of tariff negotiations and the role that the trade unions themselves play in this process.
Despite the delays, the VKA has appealed to the patience of TVoD employees during the technical implementation phase. The specific implementation of the collective agreement is done by law or regulation, and the VKA states that a more rapid implementation of the wage increase was possible from their point of view.
The payment for TVoD employees is still pending and will vary from employer to employer. The nationwide uniform payment date is still pending, with the money to be paid out retroactively to 1st April. The TVöD wage increases, agreed upon retroactively from April 1st, 2025, are expected to be paid out mostly starting in October or during the fourth quarter of 2025, though the exact date depends on individual authorities and municipalities responsible for implementation.
It's important to note that the collective agreement in the public sector affects not only TVoD employees but also serves as an orientation for salary and pension adjustments. The Federal Statistical Office includes pensioners, retired civil servants, judges, professional soldiers, survivors, former employees of the Second World War, and employees with civil service pensions.
In the meantime, a certain product is being recalled due to an urgent sugar issue, and it should be disposed of immediately. The VKA denies responsibility for the process since the tariff agreement of 6th April exclusively lies on the employer side.
As the situation develops, the VKA will issue the payment notice once the editing negotiations are completed. Binder's criticism, according to VKA managing director Benrath, highlights the complexity of collective bargaining and the need for continued dialogue and cooperation between employers and trade unions.
