As of January 1, 2025, the income declarations of civil servants in Kazakhstan have undergone significant changes, with the latest legal framework being enacted on July 15, 2025. These declarations, known as the Declaration of Income and Property (Form 270.00) and the Declaration of Assets and Liabilities (Form 250.00), are now regulated under amendments to the Tax Code.
The new regulations require civil servants and those equivalent in status to submit these declarations regularly. The Declaration of Assets and Liabilities (Form 250.00) includes detailed reporting on various aspects such as ownership of assets, foreign investments, digital assets, intellectual property, and more.
Submissions are to be made to the relevant Kazakh tax authorities or government bodies responsible for oversight of civil servants’ assets and incomes. The declarations will be made public, either in the open press or on the ministry's website, according to Minister Takiiev.
Notably, pensioners, private sector employees, students, and homemakers are exempt from mandatory declaration unless they own foreign assets or bank accounts abroad. Foreign nationals and non-resident stateless persons are also relieved from reporting obligations under the new amendments.
The declarations will include information on objects realized last year, as well as the sources of financing. Civil servants are required to submit their declarations by September 15. The declarations will also be published, with the documents being placed on the website of each ministry.
This framework is part of Kazakhstan's ongoing efforts towards greater transparency and asset control for public officials. The precise public accessibility or centralized online publishing platform of these declarations is yet to be clarified, but typically, such declarations are made available through government transparency portals or oversight institutions in Kazakhstan.
