Fluor Corporation Awarded Contract for LNG Canada's Phase 2 Expansion FEED Update

Fluor Corporation, a leading engineering, procurement, construction, and maintenance services provider, has been awarded a contract for the update of the Front End Engineering and Design (FEED) for a proposed Phase 2 expansion of the LNG Canada facility.

Based in Irving, Texas, Fluor Corporation had a revenue of $16.3 billion in 2024, and has a strong presence in Canada, spanning more than 75 years. The company has provided services for various projects in Canada, including the successful completion of Phase 1 of the LNG Canada facility, which started shipping LNG in mid-2025.

The LNG Canada facility, located on the traditional territory of Haisla Nation in Kitimat, British Columbia, is a joint venture between Shell, Petronas, PetroChina, Mitsubishi Corporation, and KOGAS. The facility has an annual production capacity of up to 14 million tonnes of LNG.

The Phase 2 expansion aims to double the current plant’s capacity, significantly increasing LNG processing, storage, and shipping infrastructure at the Kitimat facility. The contract value for the FEED update remains undisclosed.

Fluor's role in this potential expansion is through a joint venture (JV) with JGC Corporation. This JV will leverage its previous experience delivering comprehensive engineering, procurement, fabrication management, construction, and commissioning services during Phase 1. Fluor's involvement ensures continuity and expertise as the project evaluates the feasibility and technical scope for scaling up the facility.

Phase 1, constructed using a modular approach, involved over 215 modules and created thousands of jobs locally. The facility operates on a 40-year export license and benefits from an ice-free port and abundant, low-carbon natural gas resources, positioning Canada as a strategic global LNG supplier. The expanded infrastructure in Phase 2 is expected to further support Canada's role in providing low-carbon LNG to global markets, contributing to cleaner energy alternatives.

The current status of LNG Canada's Phase 2 expansion is that the project is in the FEED update stage, with no final investment decision yet made by the LNG Canada consortium.
