Lisbon is set to undergo a significant transformation with the approval of several housing and urban development projects, including the Horizonte neighbourhood in Penha da Fraça. The total budget for these projects, as approved by Lisbon's Municipal Assembly, stands at €29 million.

The Horizonte urban development plan, scheduled to be carried out from 2026 to 2029, includes a public tender for the renovation of original buildings and the construction of a new residential block. This project aims to build 72 housing units and is expected to last 720 days.

Councillor Filipa Roseta (PSD) submitted proposals for this housing and municipal works project in a closed council meeting. The proposals, known as the Vila Dias proposal, were unanimously approved. The estimated base cost of the project is €13.46 million (VAT included), to be spent between 2026 and 2027.

Funding for this project will come from the national housing programme "1.o Direito." The Horizonte urban development plan was also approved by the council.

The rehousing effort, which began in 2011, has already relocated 352 families and demolished 381 masonry homes. Currently, 120 families still await rehousing, and the new homes will complete the rehousing process.

The project also involves upgrading the road network, urban infrastructure, and public spaces. A separate €2.99 million urban development plan for the Horizonte neighbourhood in Penha da Fraça was also approved.

In addition to the Horizonte project, a €16.11 million (VAT included) project for the redevelopment of the masonry zone in Bairro Padre Cruz was also approved. The remaining councillors, including PSD/CDS-PP, PS, PCP, and BE, voted in favour of the Bairro Padre Cruz project, while Livre and Cidadãos Por Lisboa abstained.

This rehousing and urban development initiative is the final stage in a broader effort started in 2011, with plans to build 98 new housing units between 2025 and 2027. The completion of these projects will significantly improve the living conditions in these neighbourhoods and contribute to the overall development of Lisbon.

These proposals aim to invest in the real-estate sector by funding the Horizonte urban development plan, which includes constructing 72 housing units and renovating existing buildings, as part of Lisbon's housing-market transformation. The National housing programme "1.o Direito" will finance this project, completing the rehousing process that started in 2011.
