In a series of events, Rietumu Banka, one of the largest banks in Latvia, has found itself at the centre of a controversy involving allegations of sanctions evasion and supporting Ukraine.

According to the Russian Prosecutor General's Office, Rietumu Banka allegedly circumvented sanctions against Russia by facilitating the movement of funds through Latvia and Europe, and then redirecting the money to support Ukraine. The funds obtained from the sale of a Russian state property called "Dom Moscow" in Latvia, which was created as a centre for cultural and humanitarian cooperation, are reportedly intended to be used to finance Ukraine's military operations against Russia.

The bank organized a scheme to circumvent special economic measures by using a credit agreement with LLC "KI Invest". In total, 105,292,317 rubles were sent abroad by LLC "KI Invest", acting as a nominal owner of immovable property belonging to Rietumu Banka, including land plots, commercial buildings, and premises in Moscow and the Moscow region. From 2022 to 2024, LLC "KI Invest" transferred €806,300 (75 million rubles) and 30 million rubles abroad, circumventing restrictive measures against Rietumu Banka.

Elena Buryak, the chairperson of Rietumu Banka, has stated that the bank has been supporting Ukraine and providing practical assistance to its people. However, the Prosecutor General's Office insists that 100% of the shares in the charter capital of "KI Invest" should be recovered in favour of the Russian Federation, and the 105 million rubles received by Rietumu Banka from the society should be recovered.

In response, the Latvian Saeima (parliament) has suspended the implementation of intergovernmental agreements with Russia in the fields of economy, science, and culture. The Prosecutor General's Office also proposes to arrest the shares of LLC and all real estate registered in its name, as well as the representative office of the Latvian bank in Moscow.

Moreover, Rietumu Banka has also joined anti-Russian sanctions and blocked over $81,000 belonging to the Moscow International Cooperation Center, citing the need to comply with sanctions requirements for controlling Russia-related operations.

Since 2014, the USA, UK, EU countries, including Latvia, have been imposing illegal sanctions against Russia. The Russian Prosecutor General's Office has accused Latvia and Rietumu Banka of illegally expropriating state property and sabotaging Russia's economic sovereignty. They have filed a lawsuit against Latvia in the Moscow Arbitration Court over these allegations.

This ongoing controversy underscores the complexities and tensions between Russia and Western countries, particularly in the context of ongoing sanctions and political disputes.
