The city of Münster is exploring the possibility of establishing a resident parking zone in the Pluggendorf neighborhood, situated close to the Aasee. The city administration is currently assessing whether the necessary regulations can be implemented, due to the escalating parking pressure in the area. A study commissioned by the city concludes that the legal requirements for a resident parking zone are satisfied.

The investigation revealed that parking areas in Pluggendorf are occupied at an astounding rate of over 90 percent. In addition, there is a significant lack of private parking spaces. Besides local residents, commuters and customers from other districts also utilize the public parking spaces in Pluggendorf, according to the study.

The topic will be introduced at the district council meeting in Münster-Mitte on May 6, followed by a discussion on the further course of action by the committee for traffic and mobility on May 7. The final decision on whether to introduce a resident parking zone will be made by responsible authorities after political consideration.

One contributing factor to the parking predicament is the reduction in free public parking spaces in recent years. For instance, the redesign of the Bismarckallee into a bike street 2.0 has resulted in limited parking availability, causing a greater concentration of stationary traffic in nearby residential areas.

The city's objective is to reduce parking congestion and enhance the parking situation for residents. A plan for the practical implementation of a resident parking zone will be developed in the coming months, taking into account local establishments such as the youth guest house, university, and the Erich-Klausener-Realschule. The study also proposes the creation of metered parking spaces along Scharnhorststraße and Bismarckallee.

According to statistics, 4,713 residents live in Pluggendorf, and 1,778 motor vehicles are registered there. The area offers a total of 2,058 parking spaces, with 811 being private, 316 semi-public for customers or employees, and 931 public parking spaces.
