Jobturbo Success: 102,000 Jobs for Refugees, Rules Change for New Arrivals

The 'Jobturbo' strategy, introduced in the fall of 2023 by the previous coalition government, has led to an additional 102,000 job placements since October. This initiative, which involved inviting Ukrainians and refugees more frequently to job centers and providing qualifications through online or evening courses, has had positive long-term employment effects across various age groups, federal states, and qualification levels. However, the current black-red federal government has announced that it will end this strategy for Ukrainians entering Germany after March 31, 2025.

The 'Jobturbo' strategy has been successful in mediating Ukrainians and refugees into jobs quickly. Around 58,000 job placements were for Ukrainians, and around 44,000 were for refugees from other countries. The strategy has not pushed qualified individuals into low-paying jobs, ensuring that it has been beneficial for both the individuals and the German labor market. The Federal Ministry of Labour and Social Affairs is continuing the implementation of the Jobturbo program, supporting the integration of Ukrainian refugees into the German labor market.

However, the rules are changing for Ukrainians entering Germany after March 31, 2025. These individuals will no longer receive citizen's income but benefits for asylum seekers. They will not be under the jurisdiction of job centers and cannot be compelled to take a job or attend consultations.

The 'Jobturbo' strategy has been a significant success in the German labor market, leading to an additional 102,000 job placements since its inception. While the strategy will continue for Ukrainians who entered before March 31, 2025, those entering after this date will face different rules and support systems. The long-term effects of these changes remain to be seen.
