OpenAI Implements Value Added Tax (VAT) in Kazakhstan, Starting August 1, 2025

In a significant development, OpenAI, the company behind the popular chat model ChatGPT, has announced that it will be implementing a Value Added Tax (VAT) on its subscription services for users in Kazakhstan, effective from August 1, 2025.

The new tax rate for OpenAI subscriptions in Kazakhstan is 12% VAT. This change aligns with the recent Tax Code provisions signed by the Head of State on July 18, 2025, which includes the imposition of VAT on digital subscription services like OpenAI's offerings for Kazakhstani residents.

This update means that starting August 1, 2025, Kazakhstani users of ChatGPT will need to pay this 12% VAT included in their subscription payment.

However, there is a provision for legal entities and individual entrepreneurs registered as VAT payers in Kazakhstan. They can avoid paying the VAT by providing their Business Identification Number (BIN) in their OpenAI account before August 1, 2025. If the BIN is not provided by the specified date, the tax amount will still be included in the payment for individuals as well.

OpenAI completed its registration as a VAT payer with the Ministry of Finance of the Republic of Kazakhstan in May 2025.

It's worth noting that the new Tax Code has not provided any exemptions for OpenAI from paying the VAT. The VAT rate for legal entities and individual entrepreneurs registered as VAT payers in Kazakhstan remains the same at 12%.

From January 1, 2026, the VAT rate will increase from 12% to 16%, along with a lower VAT registration threshold of 40 million tenge per year.

The ChatGPT Plus tariff will increase from $20 to $22.40 per month due to the VAT implementation, as previously announced. This tariff increase remains unchanged.

For more information, users are advised to check the OpenAI website or contact their customer service for updates and instructions on how to provide their BIN to avoid paying the VAT.
