The Russian government has announced a significant administrative improvement in the processing of maternity capital applications. As of August 11, 2025, the processing time for these applications has been reduced from 10 to 5 working days, according to a decree signed by Prime Minister Mikhail Mishustin [1]. Related requests will also be processed within 12 days, a reduction from the previous 20 days.

This change is part of broader government efforts to simplify and accelerate access to maternity capital funds, which form part of the national "Family" project aimed at supporting families with children. The rationale behind these reforms is to give parents more time for their children rather than paperwork, improving the efficiency and accessibility of support.

The halving of the review process marks a significant administrative improvement aimed at enhancing family support systems in Russia [1]. Some of the implications of this reduction include faster financial support for families with children, potentially aiding timely use for intended purposes such as housing, education, or child welfare. It also reduces bureaucratic delays, which can encourage higher uptake and satisfaction among eligible families. Furthermore, it streamlines social benefits administration via digital platforms, signaling modernization of government services.

The "Khabarovsk Krai Today" news agency reported this change, highlighting that over 600 families in Khabarovsk Krai and the Jewish Autonomous Oblast have already used maternity capital to buy homes [2]. Additionally, for the second and subsequent children, the maternity capital is over 912,000 rubles, while for the first child this year, it is approximately 690,000 rubles.

Other uses for maternity capital funds are not specified in this report, but it is worth noting that they can also be used to pay for a child's education. The government notes that this change will help implement federal law provisions supporting families with children. If additional documents are needed, the agency has 12 working days, not 20, to request them.

The administrative improvement in processing maternity capital applications, which has reduced the review time from 10 to 5 working days, will lead to faster financial support for families in business and finance, enabling them to use the funds more effectively for purposes such as housing and education. This efficacy in service delivery is part of the Russian government's endeavor to streamline social benefits administration, aiming to modernize government services for a more efficient family support system.
