The report emerged from the Hacktivate AI policy hackathon held in Brussels on September 23, 2025. OpenAI sees this report as a driver for a digitally sovereign EU and also advocates for its own expansion.
Martin Signoux, EU AI Policy Lead at OpenAI, describes the goal as 'bridging the gap between ambition and reality' for both Europe and OpenAI's market access. The report proposes concepts like 'Fast-Track Standards', suggesting quick integration of proven international standards into European practice. It also introduces the 'First Adoption Grace Period', allowing SMEs to test AI applications until 2030 before all AI Act requirements apply. OpenAI stands to benefit from simplified market access due to reduced legal and administrative hurdles.
