Kuwait Municipality Announces Renewed Public Cleaning Contracts

The Kuwait Municipality has announced the renewal of 17 public cleaning contracts for an additional year, starting October 10. The new contracts, which span five years with the option for renewal, aim to address sustainability issues in public cleaning services and modernize the sector.

The renewed contracts will increase from 17 to 19, with the addition of agreements for the Jahra and Ahmadi governorates. The contracts will also incorporate significant amendments aimed at improving sustainability and operational efficiency, although the exact contract costs are under legal review and awaiting approval by the Ministry of Finance.

One of the key features of the new contracts is the introduction of 360-liter garbage containers, replacing the older 240-liter models, to improve waste capacity at homes. The use of electric-powered equipment in markets like Mubarakiya is another measure aimed at reducing pollution. Vehicles and containers are now color-coded by governorate to improve sorting and collection efficiency.

Smart technologies will also play a significant role in the new contracts. 360-degree smart cameras on cleaning vehicles, drones to monitor cleanliness in desert, agricultural, and chalet areas, and updated vehicle tracking systems for better operational oversight are among the technologies being deployed. Infrastructure improvements include carts for manual sweepers, container washing vehicles, metal containers redesigned to prevent gaps, and vehicles specifically for collecting and transporting sorted waste.

Installation of containers dedicated to waste sorting and recycling supports Kuwait’s sustainability goals. Garbage collection times are fixed from 6 p.m. to midnight, with cleaning companies required to display waste removal schedules on vehicles and equipment to inform residents and ensure compliance. Non-compliance by homeowners or cleaning companies can lead to fines or other actions under Ministerial Resolution No. 354 of 2023.

The new contracts also include stricter performance standards to ensure the highest level of service. The total value of the current contracts is 124 million dinars, and the Central Tenders Committee will issue the new contracts after regulatory approval. The extension of these current contracts will save over 160 million dinars compared to previous agreements. Preparations for these new contracts, including environmental consultancy work, have taken nearly two years.

The new contracts represent an effort by Kuwait Municipality to modernize public cleaning, boost environmental hygiene, encourage recycling, reduce pollution, and maintain transparency and accountability through technology. While the exact financial figures are not disclosed yet, the contracts are part of a broader strategic modernization, involving legal and financial review before finalization.

The delays in the renewal of the contracts are due to the time needed to finalize tender mechanisms, review new contract specifications, and complete the six-month documentary cycle. The municipality is still awaiting regulatory approval for new tenders. The expansion is aimed at covering growing residential and agricultural areas.

The new contracts will continue to address sustainability issues in public cleaning services, with improvements in waste transportation and recycling mechanisms and stricter performance standards. The extensions per contract range between 100,000 and 140,000 dinars monthly.

The new contracts, extended to include the Jahra and Ahmadi governorates, will be managed by the Ministry of Finance, with a focus on increasing sustainability and operational efficiency in the industry, particularly in finance-related aspects of business operations. The contracts incorporate significant amendments and innovation, such as the use of smart technologies and electric-powered equipment, aimed at modernizing and improving public cleaning services.
