Proposals Already Presented by the Commission
In a bid to address the growing challenge of affordable housing in Halle, Germany, the city is considering adopting the successful "Detmold Model" for its own development project, known as the Masch. This model, which has already provided over 100 affordable homes in Detmold, emphasizes resident participation, sustainable construction, and cooperative development.
The Postweg project in Detmold serves as a compelling example of the model's success. The recently completed multi-family house at Postweg, a result of the cooperative, stands on a plot of land contributed by the city and meets the current KfW funding guidelines. The unique aspect of the Detmold Model is its long-term securing of social and housing policy goals for the municipality.
Mayor Thomas Tappe, Björn Hüllbrock, municipal treasurer and board member of the Postweg Housing Cooperative e.G., and Rainer Heller have issued an appeal to the federal and state government for sufficient funding and loans for the Masch project. They hope to continue the success story at the Masch, with Björn Hüllbrock expressing optimism that construction can begin in the foreseeable future.
The cooperative "Postweg eG" is a joint project between the city of Halle, TWO, and Pyramis Immobilien Entwicklungs GmbH. Financing for the Detmold Model is achieved through low-interest loans, with rents covering amortization and no profit-making intended. Construction-related tasks are outsourced to experienced partners like Pyramis, relieving the administration.
The goal of the cooperative is to create affordable and sustainable housing for the citizens of Halle without burdening the municipal budget. However, the project's progress has been delayed due to other municipalities in the district being "next in line" for funding. Last week, the binding commitment of applied funding by the Gütersloh district to the city of Halle was put on hold.
Kirchner, managing director of the housing cooperative "Postweg eG", commented that essential housing projects for more affordable housing are being put on hold due to limited funding pots, and that the state and federal governments are responsible for providing sufficient funds to address this issue. Michael Kirchner also shared the optimism of Mayor Thomas Tappe that construction in the Masch can begin in the foreseeable future.
The city of Halle is experiencing significant growth, and the scarcity of affordable housing is a pressing concern, particularly for people with low and middle incomes. The appeal to the federal and state government for funding and loans for the Masch project is a step towards addressing this issue and ensuring that Halle's growth is inclusive and equitable.
