Russia Extends Price Stabilization Agreements Until 2029

In a move aimed at maintaining price stability and improving the affordability of goods for the country's residents, the Federal Antimonopoly Service (FAS) of Russia has proposed extending the price stabilization agreements until December 31, 2029 [1][3]. As of August 2025, these agreements are active in 70 regions of the country, covering a vast part of the country with broad participation from producers, wholesalers, retailers, pharmacies, and fuel stations [1].

The agreements, which involve 259 producers, 63 wholesale organizations, over 13,800 trading organizations, 161 pharmacy networks, and three networks of gas stations, are temporary price agreements concluded between government bodies and Russian entities [1]. These agreements have been designed to improve the price situation in the consumer market [2].

According to FAS, these agreements have had a positive effect on the pricing situation and improved the availability of goods in regions where they have been implemented [1]. The mechanism requires participating businesses to reduce or freeze prices and prohibits price hikes during peak demand periods, which has helped prevent excessive markups, for example, on chicken eggs [1].

In regions where the agreements are in effect, a positive effect has been recorded in terms of price dynamics [1]. The extension aims to maintain and possibly enhance these beneficial effects on the consumer market price situation going forward [1][3].

The deadline for the cabinet's decree on the price mechanism expires in May 2026 [3]. The draft decree for the price mechanism has been published on the portal of draft regulatory acts [2]. The extension of these agreements is pending approval as of August 2025.
