Reporting Resources for HFC Allocation Rule Compliance

Welcome to our breakdown of reporting Hydrofluorocarbons (HFCs) via three primary EPA systems: e-GGRT, ODS Program Service in CDX, and ACE.

e-GGRT (Electronic Greenhouse Gas Reporting Tool)

The e-GGRT system is the main hub for submitting Greenhouse Gas (GHG) reports, including HFC emissions.

  1. Register and Log In: Head over to the e-GGRT portal. Register if you're new, log in if you're returning.
  2. Identify Facility and Reporting Year: Select your pre-existing facility or add a new one, choose the specific calendar year for reporting.
  3. Select HFC Reporting Module: Navigate to the HFC-related emissions data module.
  4. Enter Data: Input the required data on HFC usage, emissions, destruction, or recycling, providing details on amounts, types, estimated or measured methods, and any associated activities.
  5. Validate Data: Utilize e-GGRT's internal validation tools to catch errors or missing information. Correct any flags raised.
  6. Submit Report: Review and submit the report electronically through e-GGRT. You'll receive a confirmation slip upon success.
  7. Records: Maintain supporting documentation for at least five years, as EPA may audit your submission.

ODS Program Service in CDX (Central Data Exchange)

The ODS Program Service in CDX is specially designed for reporting ozone-depleting substances, including HFCs.

  1. Access CDX Portal: Visit the EPA CDX website and log in using your CDX credentials (the same as e-GGRT).
  2. Locate the ODS Program Service: Navigate to the service from your dashboard or request access if needed.
  3. Create a Submission: Choose the reporting year and facility, and start a new data entry or continue a saved draft.
  4. Enter Data: Fill in the appropriate forms, providing details like HFC production, import, export, or destruction quantities.
  5. Validate and Review: Use validation features to ensure your data's accuracy, and review all entries.
  6. Submit via CDX: Once validation checks out, submit your data and save or print your confirmation receipt.

ACE (Air Compliance and Emissions)

The ACE system monitors compliance and emissions data for air programs, including GHG reporting.

  1. Access ACE System: Typically, access is gained through your facility's compliance reporting portal. Log in with your credentials.
  2. Navigate to Reporting Section: Find the GHG or Ozone Depleting Substances/HFC reporting area and choose the relevant reporting period.
  3. Enter Facility and Contact Information: Update any necessary details and confirm contact information.
  4. Enter Emission Data: Provide info on HFC emissions, including amounts used, methods of calculation, recovery or destruction statistics.
  5. Run System Validation: Review any flags or warnings, correct any errors as needed.
  6. Submit the Report: Go ahead and submit your report via the ACE interface. Make sure to save your confirmation.
