Increase in Local Budget Revenues in Khabarovsk Krai

The city, districts, and municipal districts of the Khabarovsk Krai will witness an uptick in their income due to the introduction of a new mechanism for distributing local taxes, as announced during a government hour at the Legislative Duma.

Effective December 1, 2026, the regional tax distribution mechanism will undergo a significant change, as per Governor Dmitry Demeshin's decision. This adjustment involves an enhanced norm that increases the percentage of locally collected taxes allocated to local budgets.

  • In city district budgets, the transport tax will rise from 15% to 50%, which is anticipated to add 368 million rubles to the budget of Khabarovsk and 82 million rubles to that of Komsomolsk-on-Amur.
  • The tax on the use of the simplified tax system (UTS) and automated UTS will ascend from 50% to 70% and from 27% to 37.7% for municipal districts and districts, respectively. This change is projected to bring an extra 600 million rubles to these budgets.

Moreover, the region is implementing a mechanism of financial aid from the regional budget to municipalities through the creation of municipal districts.
