In the Krasnodar region, several cities have implemented speed limits for e-scooters, including Rostov-on-Don, Anapa, Novorossiysk, Sochi, and Krasnodar. These restrictions have been put in place in various locations within the cities, such as parks, squares, and streets.

Similarly, in Rostov-on-Don, speed limits have been imposed in parks, squares, and on some streets. From August 2024, it is prohibited to leave e-scooters on children's and sports facilities, bike lanes, roads, sidewalks, lawns, flower beds, near monuments, dog walking zones, at bus stops, and underground passages.

Stavropol krai has also taken steps to regulate e-scooter use. While there is no complete ban on e-scooters, additional restrictions have been implemented in several municipalities. For instance, a complete ban on SIM rentals for e-scooters has been enforced in two of these municipalities. To further control the speed of e-scooters, "speed humps" have been installed in the region.

Speed limits have also been imposed in several parks, squares, and on some streets in Stavropol krai. Similar restrictions have been implemented in Anapa, Novorossiysk's embankment, several Sochi districts, Sirius, Krasnodar parks, and Alexandrovsky Boulevard in the city center.

It is essential to note that there are no federal plans to ban e-scooter use across Russia. The State Duma has clarified that a ban on electric scooters is not planned at the national level. Instead, decisions about restrictions or bans are left to regional authorities, depending on local circumstances.

As of mid-2025, no specific Russian cities have widely reported implementing or upcoming e-scooter bans. However, regional restrictions in Russia could happen, but there is no overall national plan or known multi-city ban on e-scooters in Russia as of now.

In conclusion, e-scooter users in the Krasnodar region and Stavropol krai should be aware of the speed limits and regulations in place. While there may be regional restrictions in the future, there is currently no national plan or known multi-city ban on e-scooters in Russia.

  1. In the finance sector, it might be beneficial for e-scooter manufacturers to invest in public awareness campaigns to ensure users are well-informed about local regulations in cities like Rostov-on-Don and Stavropol krai.
  2. The transportation industry could witness a shift towards electric-vehicles, such as cars and electric-scooters, as more cities implement speed limits and regulations to curb accidents and promote a greener lifestyle.
  3. The State Duma's decision not to implement a national e-scooter ban leaves room for the finance industry to explore opportunities in the growing electric-vehicle sector across various regions in Russia, such as the Krasnodar region and Stavropol krai.
