In a series of recent developments, the Heidekreis district has found itself at the centre of a debate over speed test limits on several of its roads. While the district has been forthcoming with information regarding some changes, others remain shrouded in uncertainty.

Unlike the district's statements in Schneverdingen and Neuenkirchen, which explicitly detail the reasons for rejections of speed test limit reductions, the district's statements about Winsener Straße in Soltau do not provide any arguments against the proposed speed test reduction. This is particularly noticeable when compared to the detailed explanations given for the rejections on Harburger Straße and Frielinger Straße.

One area where the district has been more transparent is with traffic safety measures. Detailed information has been provided about the safety measures implemented on Harburger Straße and Frielinger Straße. However, specific details about the traffic safety measures taken on Winsener Straße have not been disclosed.

The Winsener Straße in Soltau has a speed test of 30 km/h zone for several hundred meters during school hours due to significant school traffic with over 1000 students from three large schools. This is in contrast to the situation in Schneverdingen, where no school streets have submitted requests to reduce speed test limits to 30 km/h, nor have such requests been rejected by the district.

The district has maintained that it is acting within its legal framework, as asserted by department head Johannes Bosselmann. Before the speed test limit was implemented on Winsener Straße, the speed test level was high, and the traffic load was above average.

In Neuenkirchen, Mayor Carlos Brunkhorst has stated that there is no traffic order yet, but talks are ongoing, and the district has the ball in its court. This contrasts with the situation in Soltau, where no such discussions about implementing 30 km/h zones on Winsener Straße have been reported.

The city of Schneverdingen has faced resistance in implementing 30 km/h zones on thoroughfares, particularly on Harburger Straße between Osterwaldweg and Rominter Weg, and in areas in front of certain kindergartens. These applications have been rejected by the Heidekreis district.

Similarly, the district has rejected corresponding applications for speed test reductions from both Schneverdingen and Neuenkirchen. In Neuenkirchen, this includes a rejected application for a speed test reduction near the sports park, as part of planned pick-up and drop-off zones for schools.

The kindergarten in Wesseloh is among the areas Schneverdingen wishes to designate as a 30 km/h zone. However, the district argues that the kindergarten in Heber is not solely visited by children and that there are already warning signs and high platforms on both sides of the road, as well as a traffic light for pedestrian and cyclist safety.

Despite these rejections, the municipalities' concerns about traffic orders should now be discussed bundled with the traffic authority, according to recent statements. This move is intended to streamline the process and address the concerns more efficiently.

Interestingly, the city of Soltau does not seem to be facing the same resistance in implementing 30 km/h zones on Winsener Straße as Schneverdingen and Neuenkirchen. The district has not rejected an application for a speed test reduction on Winsener Straße in Soltau.

These developments highlight the ongoing debate about speed test limits and traffic safety in the Heidekreis district, with each municipality presenting its unique set of challenges and concerns. As discussions continue, it remains to be seen how these issues will be addressed and resolved.
