South Korean Fishery Authority and MunmuBaram Reach Consensus on Wind Farm Environmental Assessment

In the waters 65 kilometres off the coast of Ulsan, South Korea, the MunmuBaram floating offshore wind farm project is making significant strides towards operational phase. As of July 2025, the environmental impact assessment (EIA) is underway with active cooperation between MunmuBaram and the South Korean Fishery Authority to conduct a wind farm impact study.

The project, spanning over 160 square kilometres with a generation capacity of 750 MW, is a key part of South Korea’s ambitious offshore wind energy targets. The country aims to achieve 12 GW offshore wind capacity by 2030 under its Green New Deal and 9th Basic Plan.

In a major project milestone, MunmuBaram signed a transmission service agreement (TSA) with KEPCO in 2024. This agreement outlines plans for the transmission of power generated by the MunmuBaram project. The TSA signing marks a significant step towards the operational phase of the MunmuBaram project.

The TSA signing was not the only achievement of 2024 for MunmuBaram. Hexicon, the current owner of the project, purchased Shell's stake in the same year.

MunmuBaram is committed to identifying affected targets and levels of impact in accordance with relevant laws. The project will also coordinate necessary procedures in close consultation with the Ulju Fishery Committee. The agreement with the Ulju Fishery Committee includes plans for MunmuBaram to assess potential impacts on fishing activities.

While no exact final approval date for the EIA or the overall project has been announced publicly, given the ongoing impact study agreement and the project's alignment with national goals, it can be inferred that the approval process is moving forward, with the final approval likely expected sometime after these comprehensive environmental reviews are finalized.

  1. The South Korean Fishery Authority is collaborating with MunmuBaram on an environmental impact assessment (EIA) for the renewable-energy project, aimed at evaluating the wind farm's potential influence on the fishing industry.
  2. The Ministry of Trade, Industry and Energy's Green New Deal and 9th Basic Plan includes a goal for South Korea to reach 12 GW of offshore wind capacity by 2030, with the MunmuBaram floating offshore wind farm project contributing significantly towards this industry target.
  3. The finance sector plays a crucial role in the MunmuBaram project's progress, as demonstrated by the transmission service agreement (TSA) signed with KEPCO in 2024, which outlines power transmission plans, and the sale of Shell's stake to Hexicon the same year, further solidifying the project's financial backing.
