State-owned leasing company, Vector Rail, becomes the focus

The court also ordered the transfer of the amount (excluding FGC) siphoned off by Babayev and Taycher to state ownership, following allegations that the funds were used to purchase high-liquid assets, which were registered in the names of family members and controlled individuals.
The Prosecutor General's Office accused Babayev and Taycher of siphoning off at least 30.1 billion rubles from RZD structures. As of August 12, 2025, the sole shareholder of the company "Vector Real" is the Russian Federation, represented by Rosimushchestvo. AO "Federal Freight Company" (FGC) remains owned by RZD.
The appeal hearing will determine if the initial court ruling, which ordered the transfer of the amount siphoned off by Babayev and Taycher to state ownership, will stand.
