High-Earners in Russia: A Look at the Distribution

A new report by Rosstat reveals an intriguing distribution of high-earners in Russia, with a significant concentration of individuals making over one million rubles per month.

Moscow, the country's economic powerhouse, leads the pack. Approximately 28,000 people in Moscow and around 3,300 in the Moscow region are part of this elite group, accounting for about 75% of all such earners in Russia. The city's economy, driven by innovation, IT, and service sectors, contributes more than 20% of Russia’s GDP, with labor productivity roughly 2.5 times higher than the national average.

Other regions, such as the Nizhny Novgorod region (468 individuals), the Novosibirsk region (374 individuals), the Sverdlovsk region (892 individuals), and the Krasnodar Krai (498 individuals), also have a notable presence of high-earners. The Sakhalin region and Ingushetia, each with 336 and 8 individuals earning over one million rubles per month, respectively, also feature on the list.

However, the data does not provide a detailed regional breakdown of million-ruble earners or trends by region beyond Moscow's prominence. The general income distribution in Russia shows a rise, but the very high-income group outside Moscow remains undetailed.

Notably, certain regions like Kursk, Astrakhan, Volgograd, Belgorod, Kabardino-Balkaria, Karachay-Cherkessia, Tuva, and Udmurtia have seen a decrease of 53 high-earners since 2025. Regions like the Jewish Autonomous Region and Kalmykia have no individuals earning over one million rubles per month.

Tatarstan, with 777 high-earners, is one of the top ten regions in Russia with the most high-paid workers. The Khanty-Mansi Autonomous Okrug, with 335 individuals earning over one million rubles per month, is another significant region.

In conclusion, the distribution of workers earning over one million rubles per month in Russia is heavily skewed towards Moscow, which has seen an increase in this group since 2024/2025. While other regions have notable high-earners, there is no comprehensive publicly available data indicating increases or decreases in other regions since 2025.

The concentration of high-earners in the financial aspect of Russia's business sector is predominantly in Moscow, with over 28,000 individuals earning more than one million rubles per month, contributing significantly to the city's economic dominance.

Moreover, regions like the Khanty-Mansi Autonomous Okrug and Tatarstan also house a substantial population of high-earning individuals, participating in the country's burgeoning business sectors.
