Mexico Opens Public Consultation on USMCA

The Mexican government has initiated a 60-day public consultation process for the United States-Mexico-Canada Agreement (USMCA), inviting interested parties to share their insights on the functioning of the trade agreement. This consultation aims to collect valuable feedback that will help assess the trade relations between Mexico and the United States under the USMCA framework.

In a notice published in the Official Journal of the Federation (DOF), the Mexican Economy Ministry invited industrial and service sectors, academics, civil society organisations, and citizens in general to participate in the consultation process. The ministry is specifically seeking comments on various aspects of the USMCA, including its operation, compliance, and impact on Mexico's productive sectors.

Interested persons can submit their information, comments, or recommendations via three methods: email, the Buzón T-MEC website, or in person. For those who wish to present their views in person, they can request to appear at the hearing via the Comments Portal.

The focus for solicited public comments includes, but is not limited to, any aspect of the operation or implementation of the USMCA, issues of compliance with the agreement, recommendations for specific actions that the United States Trade Representative (USTR) should propose ahead of the joint review, factors affecting the investment climate in North America, strategies for strengthening North American economic security and competitiveness, and any other relevant recommendations.

The USTR is also seeking public comments on the operation of the USMCA, including on the operation of the North American Competitiveness Committee. The USTR has created a Comments Portal for interested parties to make submissions until November 3. The USTR will hold a public hearing regarding the USMCA on November 17.

The trade relationships between the United States and its North American neighbours have been significantly reshaped this year by U.S. President Donald Trump, who has imposed tariffs on certain imports from both Mexico and Canada. However, the USMCA, which replaced the North American Free Trade Agreement (NAFTA), aims to modernise and strengthen the trade relationship among the three countries.

The review of the USMCA is scheduled to formally begin on July 1, 2026. Economy Minister Marcelo Ebrard described the consultation process as "extremely important." Canada is expected to hold a consultation process for the USMCA free trade pact as well.

This public consultation process is in advance of the joint review of the USMCA. The insights gathered will help address uncertainties and strengthen Mexico's position in the joint review of the USMCA.
